Montreal, Canada. The Third International Symposium dedicated to new technology in the field of creating machine-readable travel documents and systems of passport control is continuing its work. The Symposium, held October 1-3 by the International Civil Aviation Organization (ICAO), has brought together participants from 190 countries. The Symposium’s theme is one of the world’s most salient issues since, according to experts, documents secure from forgery are one of the most effective tools in the battle against international organized crime. This issue was a central topic at the OSCE Conference held July 19-21, 2007, in which ICAO representatives participated. Discussions were held there concerning the proliferation of forged documents and ways to combat it, as well as international terrorism, illegal migration, and human trafficking.

As part of the ICAO Symposium, seminars were held on various technologies used for travel documents. An event of note was the presentation of technologies used for biometric (electronic) travel passports developed by a Ukrainian manufacturer – the EDAPS Consortium. The Consortium offers a multifaceted system that permits the developer to offer “turnkey” production, from developing the passport with an electronic chip to manufacturing the document, from supplying the required equipment to creating information systems and database structures, i.e. the entire infrastructure necessary to create quality functioning documents.

Remember that the Ukrainian presentation of the electronic travel passport created by the EDAPS Consortium was held on June 12, 2007. At that presentation the Consortium demonstrated the process of reading data from its biometric passport and using data identification software.

While politicians are still discussing the need to integrate Ukraine into world society, the EDAPS Consortium is actually taking steps in that direction. The technologies for implementing a biometric passport presented by the Consortium at the ICAP Symposium received high marks from the Organization’s leadership, and were found to comply with international standards and ICAO recommendations. Representatives from the Czech Republic, Portugal, the Netherlands, South Africa, Jamaica, and Malaysia have shown interest in this technology.

It should be noted that in June 2007, after the adoption of Cabinet of Ministers resolution #858, a state program was launched to implement the new Ukrainian travel passports developed by the EDAPS Consortium. As of October 3, the State Document Personalization Center of the Ukrainian MVD has manufactured and delivered 266,133 travel passports.
