Introduction of new European standard documents in Ukraine is now under way

In February 2006 manufacturing of another document for vehicle owners - a Vehicle Registration Certificate - was initiated. This is a part of a new model of document being introduced in Ukraine which was developed by the EDAPS Consortium. The new documents were manufactured utilizing the most up-to-date materials and technologies that meet International Standard requirements.

The certificate is a card of multicoated polymer substance of green and blue color laminated with a film containing holographic security elements. For the purpose of anti-fraud protection state of the art methods are used such as background graphic images including computer micrographics, advanced printing technologies as well as security elements printed with special inks which become visible only by UV light.

Holographic elements on the laminating film also possess several security features for the purpose of anti-fraud protection and to allow easy identification.

Furthermore, the surface is covered with a special transparent film which adds to higher durability of the document. The physical form of the document is a conveniently sized plastic card making it easy to use.

The certificate contains the entirety of the information related to the vehicle and its owner in compliance with International Standards. The text attached to the document is in both Ukrainian and English which makes it easy to use outside Ukraine.

A Vehicle Registration Certificate is manufactured at the “State Center of Documents Personalization” State-owned facility, a member of the EDAPS Consortium. The initially introduced documents are currently issued for vehicle owners in Kiev. As the introduction of soft- and hardware systems for document manufacturing moves forward, all citizens of Ukraine will have the opportunity to obtain or exchange older vehicle registrations for the new ones already this year.
